institutes will be able to solve the problems of their employees in the following
ways.
Clarify the legal environment for institutes and research organizations.
Implement government policy on salaries, bonuses and social

In the future, the government will support the training of
researchers. For them, the wrong system of receiving low salaries and paying
high tuition fees for doctoral studies.Today, the majority of the Education Loan Fund is spent on
undergraduate scholarships. In the future, it will be more profitable for the
country to change this situation and support the advanced training of undergraduates
and doctoral students.
Get rid of the
wrong system when you return to work after studying abroad for a master's and
doctoral degree, and another person has already been hired in your position and
you are left without work.
In previous
years, the Science and Technology Foundation provided funding mainly for
applied research. But the results are not so good. Therefore, more funding will
be provided for basic research in the future.
Conduct an investment forum annually.Once
a year, bring together investors from all sectors and present the results of scientists’
research, feasibility studies, patents and utility models.Without such a multi-faceted funding
for science, the government will not be able to bear it all.
